1. Written appeals of citizens must contain:

  • the name and (or) the address of the organization or position of the person which sends the appeal;
  • surname, first name, middle name (if that is available) or the citizen's initials, the address of its place of residence (place of stay);
  • statement of appeal;
  • personal signature of the citizen (citizens).

2. Written appeals of legal entities must contain:

  • the name and (or) the address of the organization or position of the person which sends the appeal;
  • full name of the legal entity and its location;
  • statement of appeal;
  • surname, first name, middle name (if that is available) or the initials of the head or person authorized to sign appeals in the prescribed manner;
  • personal signature of the head or person authorized to sign in accordance with the established procedure appeals, certified by seal the legal entity.

3. The text of the appeal should be readable. Handwritten appeals should be written in a clear, legible handwriting. The use of obscene or offensive words or expressions is not allowed.

4. The written appeals submitted by the representatives of the applicants are accompanied by documents confirming their authority.

5. Appeals should contain information on the results of their previous consideration with an attachment (if available) of documents confirming this information.

6. Written appeals are considered to be considered on the merits, if all the questions set out in them are considered, appropriate measures are taken to protect, ensure the implementation, restoration of the rights, freedoms and (or) legitimate interests of the applicants and written responses are sent to them.

7. Written appeals must be considered no later than fifteen days, and appeals that require additional studying and verification, no later than one month, if other term is not established by legal acts.
If, in order to resolve the issues outlined in the appeals, it is necessary to perform certain actions (performance of works, provision of services), receiving information from a foreign state within a period longer than a month, the applicants no later than one month from the day following the day they received appeals, a written notice is sent about the reasons for exceeding the one-month period and the time frame for such actions (works, services) or the time for consideration of complaints on the merits.
The flow of time, determined by months or days, starts from the day following the day of the registration of the appeal in the Grodno CSMC, entering of remarks and (or) suggestions into the book of remarks and suggestions of the enterprise.

8. Written appeals may be left without consideration on the merits, if:

  • appeals do not meet the requirements specified above;
  • appeals are subject to consideration in accordance with the legislation on constitutional legal proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation defining the order of the administrative process, legislation on administrative procedures, appeals are appeals of the employee to the employer or in accordance with legislative acts the procedure for filing and consideration of such applications;
  • appeals contain questions that are not within the competence of the enterprise, do not concern the quality of the performed works, the rendered services;
  • submission due date of the complaint is missed without reasonable excuse;
  • the applicant filed a second appeal, including the one entered in the book of remarks and suggestions, and it does not contain new circumstances that are relevant to the consideration of the appeal on the merits;
  • the applicant has discontinued the correspondence on the issues outlined in the appeal.

The decision to leave a written appeal without consideration is essentially taken by the director of the enterprise or an official authorized by him.

9. Remarks and (or) suggestions on the activities of the Grodno CSMC, the quality of the performed works, the rendered services are entered into the book of remarks and suggestions of the enterprise.
Remarks and (or) suggestions made to the book of remarks and suggestions and not related to the activities of the enterprise, not related to the quality of the performed works, of the rendered services, are left without substantive consideration without notifying the applicant. 

Consideration of written appeals is carried out in accordance with art. 14, art. 24 of the Law of the Republic of Belarus of July 18, 2011 № 300-L «About Appeals of Citizens and Legal Entities».

We draw the attention of applicants that questions of reference and advisory character about the types of services (works) rendered (performed) by the enterprise, about the order of their rendering (performance), their cost, about the need for certification, declaration of products (goods, services), etc. - they are accepted and explained by calling the hotline of the Grodno CSMC: +375 (152) 75 75 00. The operating mode of the hotline is: Monday - Thursday 8.30 - 13.00, 13.42 - 17.30; Friday 8.30 - 13.00, 13.42 - 16.00.
